Position Summary:

The Review Committee is an independent administrative tribunal established pursuant to Section 12 of the Registered Human Resources Professionals Act, 2013.

The Review Committee shall review every matter referred to it by the Registrar under section 40 of the Act to determine whether the member or firm’s bankruptcy or insolvency event may pose a risk of harm to any person, to direct the Registrar to investigate the matter, to conduct hearings as to whether the member or firm’s bankruptcy or insolvency event may pose a risk of harm to any person, and upon a determination that there are reasonable grounds for believing that the member or firm’s bankruptcy or insolvency event poses or may pose a risk of harm to any person, to exercise any of the powers granted to it under Subsection 41(8) of the Registered Human Resources Professionals Act, 2013.

Who May Sit on this Committee:

Members of the public
HRPA members with a CHRP, CHRL, or CHRE designation


Skills & Qualifications:
The qualifications we are looking for include but are not limited to:

  • Current holder of the CHRP, CHRL or CHRE designation
  • Regulatory experience
  • HR background
  • A law degree
  • Adjudicative skills
  • Excellent written skills
  • Financial background
  • Not a current registrant of HRPA

Time Commitment:

As a member of the Review Committee, you would be called upon to attend hearings on an as-needed basis.  The process for a single case can involve multiple panel meetings, as such, it is difficult to predict the time commitment that this role will require; however, a rough estimate would be 10-15 hours per year via teleconference or email, during business hours.  Furthermore, given the nature of review cases once you are assigned to a review panel your attendance at meetings and/or hearings is mandatory. 

In addition to hearings, you will be required to attend an annual business meeting virtually that may be approximately 1.5 -3 hours.  Currently all hearings, training and meetings are conducted remotely.

Each committee member serves a three-year term, renewable to a maximum of three terms (nine years in total). The volunteer year begins June 1, 2024.

  • Having a good understanding of professional regulation, its purpose, and methods Having a basic understanding of governance as it applies to professional regulation and regulatory committees
  • Having a solid understanding of procedural fairness and the requirements of the Statutory Powers Procedure Act, 1990
  • Being a good listener.  Having an ability and willingness to consider all evidence before making a judgment, does not jump to conclusions
  • Having good interpersonal skills, including the ability to work in a team
  • Sensitivity to diversity and inclusivity issues
  • Self-awareness (having an awareness of where one’s biases and blind spots are)
  •       Being dependable and having the ability to deliver on commitments made a willingness to participate in non-hearing related matters affecting the Committee, e.g. training of new Committee members.

Attributes and competencies apply to adjudicative and pre-adjudicative committees

  •        a good understanding of the mandate of the Committee and other relevant legislation;
  •       experience with public hearings
  •       a good understanding of procedure, including the requirements set out in the Statutory Powers Procedure Act, 1990
  •       an awareness of, and sensitivity to, the various interests and issues represented at the Committee's hearings;
  •      an aptitude for adjudication, including fairness, good listening skills, open-mindedness, sound judgement, tact, and the ability to interpret legislation;
  •      an ability to organize and analyze evidence (written and oral);
  •      good writing skills - the ability to write clear, well-reasoned decisions that consider the evidence, the submission, the law, and policy;

Attributes and competencies specific to the Review Committee

  •        Understanding the legal aspects of bankruptcy and insolvency events
  •        Understanding of hearings
  •        A deeper understanding of HRPA’s Code of Ethics and Rules of Professional Conduct
  •        Understanding of the options available to the Committee and when each option would be appropriate
